County Government

Part 1

You are the emergency manager for a county government and are responsible for training. Your agency consists of 10 full-time employees and approximately 50 volunteers. The elected board has 15 members.

  • Develop a year-long training plan for your agency.
  • Address the training needs of the following:
    • New employees and volunteers (if applicable) and existing employees at the following levels:
      • Policy level
      • Strategic level
      • Tactical level

    • Your plan must include at least 1 employee who is new and 1 employee who exists at each level.
  • Describe the coursework that is appropriate for each type of employee at each level.
    • Include 1 exercise that includes employees of each type (new and existing) at each level of involvement.
      • Describe your exercise goals and objectives.
      • List the resources that are required, including financial needs.

Part 2

 

Create the framework and preparation for a homeland security or emergency management strategic plan for your agency at the local level of government. Start with the idea that there is no previous work on this project and that you are the first person to approach such an idea.

• Address the following in 900–1,200 words:
  • Develop a timeline that includes the who, what, where, and how of the process.
  • Include the critical components, such as the following:
    • Public expectations
    • Who will be involved in the process (not by name but by function)
    • An assessment of the environment, goals, and objectives of the plan.
  • Create a mission or vision for your plan.
• The intent of this project is to identify the planning that you would take to initiate a strategic planning process, not to create the plan itself.
  • Include 3 possible impediments to your process and your potential solutions to these impediments.
    • Defend your position and your choice of organization for your strategic plan.
  • Be sure to reference all of your sources using APA style.

Part 3

 

Develop an emergency management financial plan for your organization. Provide baseline information about your organization detailing the population and general budget information. Give examples or case study information about grants or historical declaration funding that supports your financial plan. If you do not work for a a government agency, research a county or local government with a population of at least 100,000 citizens.

  • Include normal, emergency, and recovery funding sources that are identified within your organization.
    • Include state or federal grants for which you would apply.
  • Include the requirements or restrictions that are associated with these grants.
  • Identify the critical resources that your agency cannot provide and would receive through mutual aid or nongovernmental organizations.
  • Discuss emergency funding needs and procedures.
    • Including 3 vendors or suppliers with whom you would establish a memorandum of agreement to lock in pricing and availability.
  • Outline your continuity of operations for financial responsibility to ensure that an event will be mitigated.
    • Assume that your employees who execute the purchasing activities are compromised during an event.
  • Be sure to reference all of your sources using APA style.
